SUNY Downstate in Brooklyn to receive $1 billion for hospital modernization, service preservation

New York state officials have announced a $1 billion capital investment into SUNY Downstate Health Sciences University Hospital, aimed at modernizing its facilities and maintaining full access to inpatient and outpatient services in central Brooklyn.

The funding plan, backed by Governor Kathy Hochul and approved as part of the 2024–25 and 2025–26 state budgets, includes $750 million in dedicated capital funding, with an additional $50 million per year over seven years from SUNY’s anticipated capital allocation.

The investment comes after SUNY Downstate faced significant financial and infrastructure challenges, including a $100 million annual deficit and repeated system failures tied to aging facilities.

Recommendations for how the funds will be used were developed by the SUNY Downstate Community Advisory Board, which spent six months gathering input from local stakeholders. The board’s report outlines several proposed upgrades, including:

– Maintaining all current inpatient and outpatient services, such as maternity and kidney transplant care

– Converting existing shared hospital rooms to private rooms with showers and increasing bed capacity to 225

– Expanding the emergency department to 45 stations

– Renovating or creating new specialty inpatient units for cardiology, oncology, and orthopedics

– Constructing a hospital annex with an ambulatory surgery center focused on oncology and cardiology

– Addressing core infrastructure issues, including mechanical, electrical, and plumbing systems

– Improving hospital leadership and operations for long-term sustainability

“Every New Yorker deserves access to innovative, high-quality care,” Hochul said in a statement. “This historic $1 billion investment into SUNY Downstate’s hospital will contribute to modernization and infrastructure efforts that will lead to a brighter future for this community.”

The proposal was made public at the fourth in a series of community hearings held earlier this spring. SUNY Downstate leadership and state officials indicated that implementation of the plan will proceed in phases, contingent on further review and planning.
