Cooper plans $300 million outpatient campus in southern New Jersey

Cooper University Health Care plans to build a $300 million outpatient campus in Gloucester Township, New Jersey, expanding specialty care access in southern New Jersey and adding more than 400 jobs.

The Camden, New Jersey-based academic health system said the project will include a nearly 184,000-square-foot, five-story facility on 39 acres near Route 42 and the Gloucester Premium Outlets. Cooper expects the campus to become its largest ambulatory site, surpassing its outpatient facility in Moorestown.

According to Cooper, the campus will house a range of specialty services, including cardiology, neurology, oncology, obstetrics and gynecology, orthopaedics, urology, pulmonary medicine and pain management. Plans also call for an MD Anderson Cancer Center at Cooper suite with radiation oncology and infusion services, a radiology department, a digestive health procedural suite and an ambulatory surgery center.

“This new campus is part of Cooper’s commitment to delivering exceptional care in a lower cost setting that is closer to where patients live,” said Kevin O’Dowd, co-CEO of Cooper University Health Care.

Project design is scheduled to begin in mid-2026 and continue through mid-2027. Cooper said it expects state and local approvals between late 2026 and fall 2027. Construction is projected to start in mid-2027, with completion targeted for late 2028 and patient services expected to begin in spring 2029.

The project is part of a broader expansion strategy across southern New Jersey. Cooper noted that construction is underway on the first phase of a more than $3 billion expansion initiative in Camden. The health system also operates major outpatient campuses in Voorhees, Moorestown and Cherry Hill, and has invested in services and infrastructure at Cooper University Hospital Cape Regional in Cape May Court House.

Cooper is affiliated with Cooper Medical School of Rowan University and operates three hospitals, including Cooper University Hospital in Camden. The health system employs more than 14,000 people and reports annual revenues exceeding $3 billion.
